As California's temperatures soar, two new laws aim to educate students about heat illness and protect them from its dangers. Governor Gavin Newsom's recent signing of legislation mandates that the state Board of Education consider teaching students about heat illness symptoms in schools. Another law, with a key deadline this month, requires schools to establish rules for outdoor activities during extreme weather events. While these measures are promising and low-cost, they fall short of addressing the root causes of heat-related risks in schools. Experts emphasize the need for updated HVAC systems, shade structures, and a funded health curriculum, but the governor's office currently lacks funding plans for these essential improvements. The laws are a response to the growing concern of heat illness among students, with 618 children aged 5 to 17 seeking emergency room treatment in 2024 due to heat-related illnesses. This represents a 30% increase from the previous year. Furthermore, California students lost over 40,000 hours of instructional time in the 2025-26 school year due to extreme heat-related closures and disruptions. The story of Natalie Rubio, a fourth-grader who experienced heat illness during a record-breaking heat wave, led to the introduction of Assembly Bill 1653 by Assemblymember Tom Lackey. This bill promotes heat education and prevention, emphasizing the importance of awareness and knowledge in protecting students. However, the implementation of heat illness lessons depends on the state's health education framework update, which has not occurred since 2019. The California School Nurses Organization's Rosemarie Dowell highlights the potential impact of heat illness education on student health, empowering them to recognize and respond to symptoms. Despite these efforts, the state Department of Education lacks official guidance on heat thresholds for outdoor activities and teacher response. Senate Bill 1248, authored by Sen. Melissa Hurtado, mandates schools to adopt heat-safety protocols, including monitoring weather forecasts and providing safe indoor alternatives. The tragic death of 12-year-old Yahshua Robinson during a heatwave in 2023 further underscores the urgency of these measures. However, the funding gap remains a significant challenge. School and environmental advocates advocate for investments in better cooling systems and shaded areas, but limited state and school funding hinder progress. Adaptation efforts, such as shading infrastructure and HVAC upgrades, are crucial but require substantial financial resources that many schools may not possess. The CalShape program, funded by utility ratepayers, has been paused due to budget constraints, and Proposition 2 and Proposition 4, which provide funding for school facilities and climate projects, may not be sufficient to meet the demand. Despite these challenges, California remains a leader in addressing heat-related issues, but there is still a collective responsibility to meet the moment and ensure the safety of students in the face of rising temperatures.
